POSITION HIGHLIGHTS 

  1. Collaborate with Senior Leadership: Act as a key liaison between the City Manager’s Office and a variety of stakeholders, including the City Council, department heads, community organizations, and other governmental agencies, to drive effective communication and collaboration.  

  2. Impactful Problem Solving: Tackle complex, sensitive issues, and ensure timely resolution of City-wide referrals, while providing high-level support to the City Council and senior executives on critical decisions, presentations, and policy development. 

  3. Drive Organizational Innovation & Support Community Partnerships: Promote creative solutions to City needs, lead organizational initiatives, and foster partnerships with the community and other organizations to help achieve the City’s long-term vision and goals. 

 

The Assistant to the City Manager is a key organizational leader who provides a full range of highly complex assistance and analytical support to the City Manager, Assistant City Manager, Deputy City Managers, and City Council members in a highly sensitive, fast-paced, and rapidly changing environment. The incumbent will promote internal and external communication that is aligned with City Council and organizational priorities. The Assistant to the City Manager is also responsible for supervising the administrative support team.   This is an at-will position that reports to the Assistant City Manager.  

The Assistant to the City Manager will have leadership and a project management orientation and support the organization in: 

  • Promoting innovation, critical thinking, and creativity in developing approaches and solutions to City needs.    

  • Providing analytical support to members of the City Council, City Manager, Assistant City Manager, Deputy City Managers, and other Senior Executives, including resolving City Council issues, preparing responses and presentations, and writing reports;  

  • Conducting complex and sensitive administrative, operational, and management  analyses, studies, and research projects to develop recommendations involving City-wide issues, programs, policies, and procedures  

  • Assisting the City Manager in integrating the City’s vision, goals, and aspirational values throughout the organization;  

  • Supporting the management of organizational initiatives such as employee training, communication, and major Citywide projects;  

  • Working with the Human Resource Department to cultivate employee development and performance through training and participation in key organizational wide employee initiatives;  

  • Serving as a liaison between the City Manager’s Office and the public, City staff, appointed boards and committees, community organizations, and other governmental agencies;  

  • Responding to and resolving difficult and sensitive issues and inquiries and managing the City-wide referral system to ensure City Council, citizen, and administrative referrals are resolved in a timely manner;  

  • Identifying and implementing new ways to partner with the community and other organizations

EDUCATION

A Bachelor’s degree with major course work in public administration, business administration, or a related field. A Master’s degree in a related field is highly desirable. 

 

EXPERIENCE

Five years of increasingly responsible administrative and analytical experience within a local government environment including two years of supervisory experience. Experience in a municipal government setting dealing with elected and appointed officials is highly desirable.

Benefits

Compensation Package: The City is prepared to offer a salary in the range of $124,577 to $186,865 annually. 

Workweek: City Hall operates on a 9/80 schedule and works Monday through Thursday, 7:30 a.m. to 5:30 p.m. Mindful of maintaining an organizational culture that values work/life balance, the City provides flexibility in the schedule and remote working opportunities after 6 months of employment. 

Leaves: The City observes 12 paid holidays (120 hours) plus 40 hours of administrative leave. Newly hired employees upon date of hire will be credited with 2 weeks of annual leave in lieu of vacation and sick time and additionally accrue annual leave based on years of service; 0-3 years of service provides 190 hours of annual leave.  

Medical/Dental/Vision: The City provides $1,765 per month toward medical premiums and voluntary benefits. Additionally, the City contracts with CalPERS to provide PPO and HMO medical plans, Delta Dental PPO, and EyeMed. 

401(a) Plan: The City will contribute 3% of the monthly salary plus an additional 1% match into a 401(a) deferred compensation plan.  

Retirement: CalPERS Defined Benefit Pension: Classis members, 2% at 55; PEPRA members, 2% at 62.
