Purpose of Class/Primary Function
The primary function of an employee in this class is to perform building inspections and plan review of building and site plans, design and construction documents, to ensure compliance with City planning and development ordinances and adopted building codes. Fire Inspector duties shall include performing on-site building inspections to ensure compliance with City, County, State, and other applicable fire codes. Work is performed independently under the general supervision of the Planning and Zoning Director and indirectly by the Fire Chief. The principal duties of this class are performed in a public building environment and outdoors, including exposure to adverse weather conditions.
Essential Duties and Responsibilities (will vary by assignment)
- Performs technical review of permit applications and building plans for compliance with building codes, ordinances and related laws and regulations, including development in the floodplain;
- Provides information to the public, developers, contractors, architects, owners, and other interested and affected parties on planning, zoning, and building standards, ordinances, and building codes;
- Authorizes Certificates of Occupancy following all required inspections.
- Performs field inspections of building, zoning, subdivision, and other developments for compliance with building codes and city ordinances;
- Maintains and updates files of application, submittal, and review records and related correspondence and documents, setting priorities and ensuring timely processing, and presents oral and written reports as requested;
- Performs fire inspection and code enforcement duties on structures, buildings, and all subject facilities within the Department response area City and County;
- Inspects buildings, structures, and all subject facilities for fire, fire protection systems, hazardous material, access, and related code compliance;
- Develops, implements, updates, and provides fire training on fire response plans for individual and areas of buildings, structures, and facilities;
- Develops and implements educational, public safety, and fire safety and education programs;
- Reviews plans for new construction and remodels for compliance with fire and safety code compliance;
- Makes frequent inspections of the City to ensure continued knowledge of structural conditions and associated fire protection considerations;
- Responds to a variety of

Competency Requirements
Knowledge of:
- Building construction, material, and methods; design practices and construction methods of materials for residential and commercial structures
- Principles, procedures, objectives, and standard practices of City planning, zoning, and building functions;
- Standard practices, principals and procedures for plan, permit, and application review, evaluation, and approval, including documentation;
- The geography of the City of Blackfoot and surrounding areas, including the streets system, hydrant locations, the layout and location of public utilities, and potentially hazardous materials or substances;
- Methods, techniques, standard practices, and objectives of community relations and education;
- Hazardous materials storage, use, handling, and plan review;
- The International Fire Code for inspection purposes;
- Department policies, procedures, regulations, and operational standards;
- Emergency response records systems, communications equipment and use, fire department computer applications, and incident reporting procedures;
- City building and construction codes, including but not limited to, structural, mechanical, electrical, plumbing, health, fire safety, and other applicable codes;
- Standard practices and procedures for field inspection;
Ability to:
- Read and interpret legal and property descriptions, ordinance and code documents, technical and instructional documents, and building plans, blueprints, and diagrams;

- Prepare oral and written reports and maintain review, inspection, and enforcement records and findings, documents, correspondence, and related files and records;

Acceptable Experience and Training
- International Code Council Commercial and Residential Building Inspector Certifications
- High school diploma or GED equivalency is required, preferably supplemented with continued education in building construction and/or inspection technology; and
- Idaho State Valid Driver's License
- Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the duties and responsibilities of the classification.
Within 6 Months of Start Date:
- International Code Council Plans Examiner Certification
- International Code Council Fire Inspector II Certification
Within 5 Years of Start Date:
- International Code Council Building Official Certification
- International Code Council Fire Marshal Certification
Essential Physical Abilities
- Sufficient clarity of speech and hearing, with or without reasonable accommodation, which permits the employee to discern verbal instructions and communicate with others in person and by telephone;

Additional Physical Abilities
