Job Summary

The Senior Planner exercises greater independence and judgment in the supervision of planning staff and administration of the City’s codes, regulations and plans as they pertain to community development.

Full Pay Range : $82,005.24 - $118,007.86

The City of Fountain offers a 5% increase at six-months and an additional 5% increase after a successful one-year review.

Duties and Responsibilities

  • Maintains and supports a positive, collaborative culture within the City organization as a whole, fully embracing the cultural and values statements espoused by the City.
  • Reviews complex land use applications including annexations, zoning, platting, site plan and other land development applications; ensures complete and thorough analysis and evaluation of such land use applications.
  • Provides oversight and coordination of department planning issues and advises the Planning Manager on all planning-related matters.
  • Designs, prepares and delivers staff reports and public presentations to hearing bodies, local and regional committees, community groups, special interest groups, elected officials, Board of Adjustment, Planning Commission, and City Council.
  • Meets with applicants, consultants, and developers to identify and resolve issues related to specific projects and to discuss proposed and current development applications.
  • Conducts field inspections to review for compliance with local, regional and State regulations and plans and to gather data relevant to the development review process; verifies development projects comply with approved plans.
  • Participates in budget preparation and administration; monitors and controls expenditures.
  • Executes complex and sensitive professional planning projects, conducts research and analysis.
  • Provides information and technical assistance with project reviews, impact fees, application fees, departmental procedures, and compliance issues.
  • Establishes and maintains effective working relationships with citizens and co-workers.
  • Identifies new and amended legislation, regulations, and policies to contribute to more effective operation of community development and planning activities; drafts and presents proposed ordinances to the Planning Manager, Planning Commission, and City Council.
  • Other duties and responsibilities as required.

This position has no supervisory responsibilities.

Requirements:

Employment Standards

City of Fountain employees must be 18 years of age or older. Certain positions have a reduced age requirement (15 years of age or older) but must provide a Colorado Department of Labor and Employment Age Certificate. Sworn positions with the Fountain Police Department have a minimum age of 21 years old. All employees with the City of Fountain must be authorized by the US Department of Homeland Security to work in the United States. The City of Fountain is a drug-free organization and employment candidates must successfully complete a pre-employment drug screen that includes screening for CBD, THC, Psilocybin, and other federally illegal drugs. Additionally, all employment with the City of Fountain is contingent upon the satisfactory completion of a criminal background check. Sworn positions with the Fountain Police and Fire Departments may include a physical, a vision test, a computer voice stress analysis, and a psychological evaluation.

Required Capabilities

  • Ability to apply common sense understanding to carry out instructions furnished in written, oral or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
  • Ability to proficiently read, speak, and understand English. Proficiency in non-English languages is highly valued.
  • Ability to add, subtract, multiply and divide in all units of measure using whole numbers, common fractions and decimals. Ability to compute rate, ratio and percent and to draw and interpret bar graphs.
  • Demonstrated strong verbal and written communication skills, analytical skills, statistical and mathematical abilities and interpersonal skills. Ability to read and interpret documents such as safety rules, operating maintenance instructions and procedure manuals. Ability to write complex reports and distill information for many audiences.
  • Position requires close, distance and peripheral vision.
  • Ability to hear an average conversational voice in a quiet room, using one or both ears, at a distance of 6 feet. Ability to hear sounds and signals indicating work and safety necessities.
  • This position requires standing, walking and sitting for periods of time. Utilization of hands and fingers to operate office computer keyboard and equipment required. Must be able to reach with hands and arms, and stoop, kneel or crouch if needed. Must be able to lift up to 30 pounds as needed.
  • This position requires good proficiency in the use of computer software and applications, office equipment, and professional telephone use. The ability to adequately type quickly with few to no errors is also very important. This position will often require multi-tasking in the use of computer, phone, and office equipment while interacting with clients. Candidates for this position may be required to take and pass technology proficiency assessments prior to employment.

Qualifications

  • Requires a Bachelor's Degree in Urban Planning, Architecture, Public Administration or a closely related field.
  • Requires a minimum of four (4) years progressive work experience in planning, administration, public administration, or closely related experience.
  • Requires a valid Colorado driver’s license.
  • Requires AICP Certification.
  • Substantial knowledge of urban planning and development and local government policies and procedures.
  • Knowledge of local and Colorado State Laws and ordinances relating to planning, zoning, and land use.
  • Thorough knowledge of housing, zoning, subdivision regulations, and economic development.
  • Strong written and verbal report preparation and presentation.
  • Knowledge of pertinent federal, state, and local laws, codes and regulations including recent changes.
  • Knowledge of principles and practices of supervision, training, and personnel management.
  • Able to obtain the following ICS Certifications: IS100, 200, 700, 800.
